At innomine, we closely follow EU regulatory trends that impact manufacturing and supply chains, helping companies navigate new compliance challenges and digital transformation opportunities. One of the most significant upcoming changes is the EU Digital Product Passport (DPP), a key element of the new Ecodesign for Sustainable Product Regulation (ESPR), adopted in July 2024. The EU Digital Product Passport (DPP) can be considered a policy instrument to increase product information availability and simplify digital data access for a wide range of stakeholders such as consumers, market authorities, and businesses. DPP is a central element of the new European Union Ecodesign for Sustainable Product Regulation (ESPR), adopted in July 2024.
“The ESPR aims to significantly improve the sustainability of products placed on the EU market by improving their circularity, energy performance, recyclability and durability. It will also play a central role in developing a strong, well-functioning single market for sustainable products in the EU.”
How Does ESPR Impact Manufacturing?
The ESPR touches on multiple aspects of a product, including ecodesign, performance and information requirements. The regulation also covers almost all physical products placed in the EU market with a few exceptions. However, each product category / group is likely to have their own Delegated Acts to specify the ecodesign requirements. The list of ESPR prioritized products (i.e. ESPR working plan) is expected to be released in 2025. While the ESPR lists the common requirements for a generic DPP, detailed requirements of DPPs will be clarified in product-specific Delegated Acts as well as other Regulations regarding other elements of DPP system. The new EU Battery Regulation, which spells out the detailed requirements of battery DPP, is a good example. It is also helpful to examine DPP from two perspectives: systems and data. DPP system focuses on the technical aspect of issuing, maintaining, and using DPPs. Meanwhile DPP data aspect focuses on the data attributes contained in a DPP. The EU DPP also places a strong emphasis on DPP interoperability, which is reflected in the EU DPP standards expected to be ready in 2025.
Finally, DPP regulatory development and DPP implementation, on a mandatory or voluntary basis, are not unique to the EU. DPP-like initiatives, whether explicitly called DPP or not, can be found in multiple sectors, countries, and even globally.
